In a non-agency adoption, the parents or legal guardians must give consent for the adoption. The most common non-agency adoption is considered parental-placement adoption. Virginia laws require prospective adoptive parents to complete a home study. A home study provider will evaluate a family and their readiness to adopt. The process will include a documentation phase and an in-home inspection.
